Bills are included. The rent (CPS homes) is £475 and the bills (UniHomes) is £117.32 a month. The bills include unlimited water, gas, electricity, as well as wifi and a TV license. This is because it is a fixed rate with UniHomes - you will not be entitled to pay more than this.
